Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month

We are seeking to appoint a Technical & Performance Officer within Environmental Services (ES). Environmental Services deliver a range of high-profile services to residents and stakeholders primarily through high value/profile contracts. Services include Waste/Recycling Collection, Street Cleansing, HWRC’s, Waste Management and Disposal, Grounds Maintenance, Dog/Pest control, flytipping review/clearance and closed landfill sites.
The successful candidate will be working within the small and friendly Performance and Finance Team. The team is responsible for understanding the performance and payment mechanisms and pricing schedules within numerous ES contracts. Ensuring that invoicing, tonnage and performance data is in accordance with the contract requirements and that it is accurate, timely and transparent and forms robust evidence for service decisions.
The Technical & Performance Officer is an important role, the postholder must have a sound knowledge of ES’ contracts to ensure invoices can be checked for accuracy and large volumes of data received from various sources (such as CBC’s contractors) can be validated including: weighbridge tonnage information for all waste streams, contract performance data, waste receptacle stock/delivery data, fly tipping data and annual housing growth data.
Key duties include:
- Provide efficient, accurate data analysis, performance and finance support across the service.
- Provide audits of contractor weekly/monthly tonnages for all waste streams/core works and services.
- Raise invoices and purchase orders as required.
- Assist with preparation of service performance data and support completion of internal and external data returns.
- Provide financial support for monthly forecasting and to meet the corporate finance team requirements.
- Monitor and chase debts and income.
- Support line manager in all activities relating to their role.
The candidate must have highly developed analytical skills including the ability to accurately process and manipulate high volumes of data using excel and has experience of managing performance and expenditure data in accordance with high value contract requirements. Any potential candidate identified is able to work productively in a high profile, large budget, demand led service area that is, at times, extremely busy. Furthermore, knowledge of contract payment mechanisms, performance mechanisms and pricing schedules and an understanding of CBC’s statutory reporting or experience of working in similar, highly regulated service area would be an advantage.
