Salary: £56,675 - £60,323 per annum pro rata
Hours: 37hours per week
Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

About the Role
We have an exciting opportunity for a passionate and experienced individual to join our Housing Solutions service as Temporary Accommodation Services Manager, working alongside our Homelessness, Housing Register, Lettings, and Neighbourhood Management teams.
This role is central to our comprehensive approach to demand management, supporting vulnerable households affected by homelessness and enabling their transition into sustainable tenancies. You will lead the delivery of safe, compliant, and supportive temporary housing services, including hostels and dispersed units, and oversee the newly formed centralised refugee service—covering schemes such as Homes for Ukraine—to ensure cohesive support for displaced individuals, regardless of origin.
Key Responsibilities
- Lead and manage the operational delivery of temporary accommodation services, including hostels and dispersed units
- Oversee strategic and operational delivery of refugee resettlement schemes, ensuring a unified Council-wide approach
- Enable households to move swiftly through transitional accommodation into settled housing, managing the “flow-rate” to reduce time spent in TA and associated costs
- Support vulnerable households to break the cycle of homelessness and achieve long-term resettlement
- Provide specialist advice, guidance, and instruction to customers, ensuring outcomes comply with legal and policy requirements
- Deliver multiple complex work programmes within agreed timescales, budgets, and with clear outcomes
- Oversee risk management strategies, particularly around safeguarding vulnerable residents
- Ensure robust governance and escalation procedures are in place
- Commission and manage contracts for transitional accommodation and refugee-related services, ensuring value for money
- Influence and negotiate with internal and external stakeholders to enhance service delivery
- Support budget planning, identify funding opportunities, and forecast future expenditure
- Represent the Council as lead witness on major or complex issues at inquiries or hearings, if required
- Uphold professional standards and competence across the housing service, ensuring staff are supported and services are delivered to the highest quality
About You
You’ll bring proven experience in housing or hostel management, with a strong understanding of temporary accommodation, homelessness legislation, and housing standards. You’re passionate about delivering high-quality, person-centred support and have experience in leading teams and managing complex services. You must hold a Level 4 housing qualification or be willing to work towards one.
