Central Bedfordshire Council is seeking an experienced and strategically minded Head of Facilities Management to lead our Facilities Management service.

 

This is a senior leadership role with responsibility for a £13.5m revenue service, oversight of c.£10m capital investment, and leadership of around 60 staff, alongside a wide network of contractors and partners.

 

As Head of Facilities Management, you will provide strategic and operational leadership across the council’s corporate estate, ensuring our land, buildings and workplaces are safe, compliant, efficient and aligned to corporate priorities.

 

You will lead a centralised Corporate Landlord function, holding accountability for the performance, maintenance and compliance of all non‑HRA property assets. The role spans end‑to‑end facilities management, workplace strategy, statutory compliance, capital delivery and commercial services.

 

What You’ll Be Doing:

Deliver - Drive delivery of the Council’s Target Operating Model and Accommodation Plan by ensuring:

• Services remain operational and assets perform effectively

• Buildings are safe, compliant and well maintained

• Projects and programmes are delivered on time

• Workplaces support staff and service delivery

 

Perform - Embed a strong performance and accountability culture by:

• Meeting service, financial and compliance targets

• Maintaining control of budgets, risks and statutory obligations

• Monitoring KPIs and performance data with full transparency

 

Improve - Continuously improve service delivery by:

• Challenging the status quo and driving efficiencies

• Leveraging data, technology and commercial opportunities

• Embedding a culture of continuous improvement

 

Key Responsibilities

• Act as Corporate Landlord for the council’s non‑HRA estate

• Lead all Facilities Management services, including hard/soft FM, maintenance, security and catering

• Manage a £13.5m revenue budget and oversee £10m capital programme

• Lead and develop a workforce of circa 60 staff and external partners

• Act as Duty Holder for statutory compliance (fire, asbestos, legionella, H&S)

• Lead workplace and accommodation strategy

• Oversee traded services (including School Buy Back) and PFI contracts

• Provide trusted strategic advice to senior leaders
