Hours: 37 hours per week
Location: Working from home and any CBC offices including Thorn Turn, Houghton Regis. You will be expected to attend a CBC office location as needed to carry out your role.

We have an exciting opportunity for a Principal Highways Officers to join our team. Our Highways team aims to provide a high-quality road network for residents, commuters and visitors to Central Bedfordshire. By ensuring our highways are safe for the public, we help make Central Bedfordshire a great place to work and live. As a Principal Highways Officer, you’ll make a big contribution by liaising with members, identifying problems and raising orders for repairs. Across Central Bedfordshire, thousands of residents, businesses and visitors use our roads every day. You’ll make sure they get a good experience, whether they’re walking, driving or cycling. This Principal Highway Officer role manages the delivery of integrated schemes to meet our duties under the Traffic Management Act to maintain the safe and expeditious movement of traffic on the public highway.
You will be responsible for the management of a portfolio of schemes to appropriate time, cost and quality targets and have experience working in a similar role. Liaising with the Council's policy managers, lawyers, accountants and other departments, you will ensure that schemes are designed and built to the required standards and that all client functions are carried out in the appropriate manner.
With previous experience in a similar role, you will be proficient in using your great communication skills to represent the Council at public meetings, inquiries and exhibitions in order to inform or consult with the public as appropriate and to facilitate the delivery of the scheme. It is essential that you build strong working relationships and ensure Health and Safety is paramount at all times. You should also be IT literate and a natural problem solver with an eye for detail.
You will hold an HNC or equivalent, have knowledge of the Highways Act and Traffic Management Act, Traffic Advice Notes, LTN 1/20, LTN1/12,TSRGD 20116 Traffic Advice Notes, LTN 1/20, LTN1/12,TSRGD 2016, Design Manual for Roads and Bridges ( DMRB) as well as delivering schemes under an NEC4 contract. Experience in using Symology Insight would also be advantageous.
Key Responsabilites:
- Undertake Health & Safety duties, ensuring a safe and healthy working environment for the project team members and fulfilling all responsibilities, under CDM Regulation 2015.
- Establish the project charter/statement of work/brief and review and approve task proposals/WBS/programme/cost estimates submitted by consultants and contractors.
- Take responsibility and lead on all aspects of scheme delivery, overseeing the preparation of technical content for feasibility, preliminary & detailed design deliverables for traffic and safety schemes.
- Ensure technical content and quality of output produced by consultants is in line with the project brief, design standards, traffic advice notes and regulations.
- Review, validate and accept the agreed scope of work for feasibility studies, preliminary and detailed designs for traffic, safety, active travel and urban realm engineering schemes.
- Support and monitor team skills and ensure they are up to date with current best practice, techniques and innovation. Support senior management team, deputising for Team Leader as required.
