Salary: £55,585 - £59,163 per annum pro rata plus MRS £5,772 per annum pro rata  
Hours: 37 hours per week 
Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

We are recruiting a Senior Finance Business Partner - Housing to join the Financial Support team. You will be assisting the Head of Financial Support in developing accounting, budgeting, and financial advice while offering financial guidance in the effective management control of the authority’s medium-term financial strategy, revenue budgets, capital programme, and the annual statements of accounts processes.
Housing Finance has changed radically in recent years, with new opportunities for the Council to enhance and add to its stock of Council housing, whilst also addressing the increasing accommodation requirements of families and individuals who are in housing need. In this role, you will provide the professional advice and support related to the implementation and development of all accounting, development appraisal, costing and financial management services to the Housing Service. This will enable the Service to fulfil its aspiration to deliver significant additional affordable housing, whilst monitoring performance, maximising efficiency, and adhering to statutory requirements.
Key responsibilities and accountabilities of Senior Finance Business Partner - Housing:
- As a SFBP you will be responsible for managing a small team, reporting to the Head of Financial Support.
- Supporting the Housing function by ensuring a comprehensive and effective financial support service is provided.
- To liaise with and advise the Head of Financial Support / Housing Directorate in relation to budgetary management, forecasting, savings and associated matters.
- Contribute to the Financial Planning processes, advise and recommend solutions to issues that may arise in the production of a Medium-Term Financial Plan.
- Reviewing and updating the Housing Revenue Account (HRA) Business Plan, ensuring key financial assumptions are reasonable and justifiable.
- Providing financial advice, guidance and support across a variety of revenue and capital projects.
- Setting rents in line with the Regulator of Social Housing's Rent Standard, for circa 5,650 properties within the HRA stock.
- Preparation of reports to Members, briefing notes and publications on the Council's financial plans and budgets, including the HRA Business Plan.
- Financial modelling of proposals for pressures, efficiencies and capital investment opportunities.
About you:
- You will be CCAB (or equivalent) qualified, with the drive, determination and enthusiasm to deliver a high-quality service for those you will support.
- Have public sector accounting and budgetary experience.
- Knowledge of the regulatory framework for the Housing Revenue Account.
- Have knowledge and experience on the reporting requirements for local authorities.
- Staff management experience.
- Experience of working on own initiative with limited supervision or direction.
- Able to analyse and interpret information from several sources and presenting the outcome in an appropriate format to meet reporting deadlines.
- Excellent presentation and communication skills both written and oral.
- Excellent at problem solving.
- Systematic approach.
- Ability to understand and disseminate complex and detailed technical and professional issues.
- Ability to establish and continue good working relationships and work effectively as part of a team.
- Ability to work effectively under pressure.
