Salary: £39,769 - £42,922 per annum pro rata
Hours: 37 hours per week
Base Location: You will be expected to attend CBC sites as often as needed to carry out your role, including attending Priory House, Shefford on a weekly basis.
Contract Type: Hybrid – Permanent

About the Role
Central Bedfordshire Council is moving forward with an ambitious and strategic transformation of our property services. Following the merger of the FM and Estates teams, we have created a single, unified Asset Management Service. This new model focuses on the day-to-day operational and compliance needs of our staff, customers, and commercial tenants across the Council’s non-housing property portfolio—including schools, offices, leisure centres, libraries, and more.
To strengthen this service, we are now seeking to appoint a Building Health, Safety and Risk Officer— This is a key role in ensuring our buildings are safe, compliant, and fit for purpose.
This is an exciting opportunity for a customer-focused, proactive, and organised professional to join our Building Health, Safety and Risk Team. You will work closely with the Building Health, Safety and Risk Manager and the wider Asset Management Team to develop systems, conduct inspections, deliver training, and ensure that our estate complies with health and safety legislation and best practice.
Your responsibilities will include:
- Conducting building safety audits and site inspections across the Council’s non-housing estate.
- Providing proportionate, practical advice and support on a wide range of safety matters, including fire safety, legionella, asbestos (where required), and risk assessments.
- Investigating incidents and producing clear, concise reports and action plans.
- Reviewing contractor risk assessments and issuing permit-to-work documentation for high-risk activities.
- Supporting the development and delivery of training, procedures, policies, and guidance notes.
- Working directly with service managers and site staff to ensure risks are understood and managed effectively.
What We’re Looking For
We’re seeking an experienced professional who combines technical expertise with strong communication and organisational skills. You must have:
- A NEBOSH National General Certificate in Occupational Health and Safety (or equivalent).
- Demonstrable experience across a wide range of health and safety disciplines.
- A valid UK driving licence and access to your own vehicle.
You will also need to be:
- Confident working independently and managing a varied workload.
- Comfortable liaising with colleagues at all levels across the organisation.
- Skilled in producing reports and presenting findings clearly.
- Proficient in Microsoft Word, Excel, and PowerPoint.
