Contracts Officer

Salary: £34,811 - £37,562 per annum pro rata

Hours:  37 hours per week

Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

Contract Type: Hybrid - Permanent

About the Role

Central Bedfordshire Council is moving forward with an ambitious and strategic transformation of our property services. Following the merger of the FM and Estates teams, we have created a single, unified Asset Management Service.

At CBC we have created a professional asset management service capable of meeting the day-to-day needs of officers, our community and commercial tenants occupying / using the Council’s (non-housing) properties, including schools. With the capability of delivering sustained change to drive efficiency, the introduction of the corporate landlord model across the whole Council is enhancing the way asset management services are provided to users of Council buildings.

The role of Contracts Officer is key to providing comprehensive contract management support, monitoring and maintaining robust financial performance data, as well as managing rent income / debt and providing support to Budget Managers on forecasting rents and dealing with quarterly and annual rent accruals. 

 

Your responsibilities will include:

  • Providing comprehensive contract management support by monitoring invoicing to ensure it is in line with contract schedule rates, escalating any anomalies to the service manager.
  • Ensuring rent invoices / billing plans are accurate and issued within timescales.
  • Preparing monthly, quarterly and annual rent income forecasts to support the budget and forecasting process.
  • Liaising with Estates Surveyors to ensure rent review increases are captured and invoiced as appropriate.
  • Monitoring rental receipts from Tenants and escalating debt within agreed timescales and processes.
  • Ensure service charges and recharges are issued within timescales and accurate service charge income forecasts are prepared to support the budget and forecasting process.
  • Managing utility billing to ensure prompt payment and accurate meter readings are submitted to avoid estimated bills. Monitoring of consumption and escalating any concerns for landlord supplies and commercial lets / vacant sites.
  • Preparing service performance data and supporting Asset Managers by ensuring our contractors are performing in line with the contract, raising and escalating concerns and breaches of SLA’s / KPI's.
  • Supporting financial year-end activities including preparing accruals for the Budget Manager's approval.

 

Key Requirements (Qualifications and Skills):

  • Analytical thinking, creative solutions and attention to detail.
  • Ability to collaborate and work as part of a team.
  • Efficiently managing tasks and deadlines.
  • Good understanding of financial processes.
  • Experience of SAP/S4HANA and CAFM software is desirable.
  • Experience in liaising with utilities companies and interpreting energy data is desirable.
  • Sound ICT skills with a good level of proficiency in Microsoft Word, Excel and PowerPoint.
  • Flexibility in handling change and learning new processes.
