Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per week.

About the Role
The Procurement Team provides a strategic and professional service that ensures the Council achieves value for money in sourcing third-party goods, works and services. The team also manages procurement risks, drives best practice, and ensures compliance with the Council’s Constitution and procurement regulations.
We are recruiting a Framework and Performance Manager to lead the strategic management and optimisation of the Council’s and EHA’s procurement frameworks. In this role, you will also act as a strategic owner of the Council’s e-sourcing and contract management systems, and reporting platforms, ensuring compliance, transparency, and efficiency across all procurement activity.
You will act as a key adviser to senior managers, supporting decision-making through robust spend analysis, performance monitoring, and governance oversight. You will also drive improvements in procurement systems, policy, and reporting processes to support long-term strategic objectives.
Key Responsibilities
- Lead the strategic management, development, and optimisation of procurement frameworks.
- Act as the Council’s lead contact with framework providers, managing relationships and negotiating terms.
- Ensure procurement policies, procedures, and guidance are maintained, updated, and embedded across the organisation.
- Act as strategic owner of procurement systems such as e-tendering, and contract management systems.
- Analyse spend and procurement data to identify opportunities for savings, compliance, and service improvement.
- Develop, monitor, and report on procurement KPIs and statutory reporting obligations.
- Provide guidance, training, and support to staff on framework use, compliance, and best practice.
- Lead digital procurement transformation initiatives and system upgrades.
About You
- Educated to degree level with a CIPS Level 4 qualification and seeking to progress to Level 5.
- Substantial experience in procurement within a complex organisation, preferably local government.
- Knowledge of procurement legislation including the Procurement Act 2023, PCR 2015, and the PSR.
- Proven experience in managing frameworks, systems, and procurement data to deliver compliance and efficiency.
- Strong analytical skills, with the ability to translate complex information into actionable insights.
- Excellent interpersonal and communication skills, able to influence senior stakeholders and provide clear guidance.
- Experience of leading projects, managing competing priorities, and delivering against statutory and corporate deadlines.
