Highway Agreements Engineer S278/S38

Job Family: Enabling – CBG 12 
Salary: £45,326 - £50,436 per annum pro rata
Hours: 37 Hours per Week

Location: Working from home and any CBC offices, including Priory House, Shefford. You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

Contract Type: Hybrid - Permanent

About the role

An exciting opportunity has arisen for a Highways Engineer to join a local authority as a Highway Agreements Engineer.  They would be responsible for providing specialist advice on the design and delivery of highway development works. The role involves assessing technical matters and negotiating legal agreements under Sections 38 and 278 of the Highways Act 1980. A successful candidate will need to maintain collaborative relationships with client officers and have good IT, written and verbal communication skills.  They will be able to plan projects, organise documents and manage their time. The role would suit somebody who enjoys dealing with a diverse workload and feels motivated by deadlines.  They should be flexible around travelling to various locations at different times and must have a full driving license. Flexible working arrangements and working from home options are available.

 

 Responsibilities include:

  • Providing specialist engineering advice on highway development projects
  • Leading on negotiations with developers to secure delivery of highway works via s278 and s38 agreements.
  • Managing responses related to planning applications and highway implications.
  • Engaging with members, contractors, and the public

You will work with developers throughout Central Bedfordshire to agree highway designs for new developments.  The role involves engaging with colleagues and stakeholders to establish asset management solutions. This opportunity will give you a greater understanding of standard details and design guides. It suits somebody with highway engineering experience.

If successful, you will be required to apply the Council's fees and charges for highway agreements under s38 and s278 of the Highways Act 1980.  You will develop an understanding of how highway assets are constructed. You will learn about drainage, street lighting, pavements, high speed roads, rural roads, and urban area designs.  A qualification is desirable for this role, which may be in civil engineering qualification, construction management or similar.
