Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

About the Role
We’re looking for a Revenues Manager to lead our Council Tax collection and Business Rates service, ensuring high-quality delivery, compliance with legislation and a strong focus on customer experience. Reporting to the Head of Revenues and Benefits, you’ll manage a team of three Team Leaders and a Business Rates Manager and will play a key role in shaping the future of our revenues service. This is a leadership role with significant impact, offering the opportunity to drive innovation, digital transformation, and performance improvement across the council.
What will you be doing?
In this role, you’ll lead the strategic direction of Council Tax collection, Business Rates billing and collection, and Overpaid Housing Benefit collection, making sure services run efficiently and in line with legislation. As the council’s expert on revenues, you’ll oversee billing, recovery, and enforcement while driving innovation and maximising income by improving collection rates.
Managing a team of three Team Leaders and a Business Rates Manager, you’ll inspire high performance and champion digital solutions. You’ll also play a key part in any major projects within the Revenues & Benefits service, and when required, deputise for the Head of Service, ensuring our revenues service remains effective, forward‑thinking, and customer‑focused.
Key Responsibilities
- Ensuring the service is delivered by the most efficient means for customers and cost effective manner for the Council.
- Ensure that processes are in place to maximise the collection of Council Tax and Business Rates, continuously striving to maximise the income collected.
- To develop medium term plans and strategies to support collection arrangements and customer engagement, promoting channel shift to maximise efficiencies.
- To signpost customers to appropriate support including relevant benefits and discounts, in order to support vulnerable residents.
- To foster and develop an effective performance management regime within the team with a constant focus on improved service delivery, whilst ensuring compliance with legislation and/or national standards.
- To manage the resources of the team including work allocation, quality management, the provision of supervision and appraisal.

- To maintain up to date knowledge of legislation and national policy and to ensure the team are briefed on changes and emerging best practice.
- To develop policies and procedures in relation to Council Tax and Business Rates.
- To ensure that working procedures and practices within the team comply with the Council's statutory duties, policies and procedural guidelines.
- To ensure that effective mechanisms are in place in respect of Business Continuity, risk management, complaints and Freedom of Information requests.
- To brief the Head of Service, Director of Finance, other senior officers and members as appropriate.
- To foster close operational working relationships with the Customer Accounts team (Council Tax billing and HB/LCTS assessment) and the Corporate Fraud Team, to ensure collaborative working opportunities are maintained and developed.
- Providing professional or technical advice in relation to the team’s area of responsibility, undertaking higher level case work in relation to the service where appropriate, including representing the Council at the Magistrates Court.
- Establish and maintain effective liaison arrangements with internal and external stakeholders including other council departments, regional councils, the advice sector, the Valuation Office Agency, Enforcement Companies and software suppliers.
- Completion or oversight of all Revenues related Government Returns, including NNDR1, NNDR3, CTB1, QRC4, and the internal tax base calculation for the council.
- Ensure an effective business rates annual billing process and recovery work programme for the team.
- To ensure equalities and diversity issues are effectively assessed, planned and implemented.
- To ensure all statutory duties within the remit of the post are met.
About You
You’re a confident leader and an accomplished practitioner with demonstrable expertise in Council Tax and Business Rates, ready to bring energy and vision to our revenues service. With a strong track record in managing change, driving performance, and shaping policy, you thrive on solving complex challenges and inspiring teams to deliver their best.
Preferable you’ll be IRRV qualified and educated to degree level (or equivalent experience), with the ability to turn technical knowledge into clear, pragmatic advice that influences decisions. Most importantly, you’ll combine professionalism with enthusiasm, building strong relationships, embracing innovation, and keeping people at the heart of everything you do.
