Senior Finance Officer

Team: Financial Support - Place & Communities and Finance
Job Family: Providing - CBG11
Salary: £41,042 - £44,296 per annum
Hours: 37 hours per week
Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.
Contract: Hybrid - Permanent

More about the role:

 

Place & Communities provide a wide array of services to the residents of Central Bedfordshire including Leisure Centres, Household Waste Recycling Centres, Libraries, Kerbside Waste Collection, Highways maintenance to name a few whilst Finance services include Payments, Revenues & Benefits, Insurance, Internal Audit amongst others.

 

You will be helping support revenue budgets in excess of £100M expenditure per annum and capital budgets of £31M per annum within the timetable and standards specified by the Director of Finance, to ensure that the financial plans provide an effective and accurate base for financial management. You will oversee the preparation of budget monitoring and management information, in conjunction with Budget Managers, to ensure that financial issues are properly represented, both in terms of current and projected positions, recommending on appropriate action to correct areas of variance.

 

You’ll be working on a wide variety of projects, so it’s important that you’re adaptable and highly organised. Strong verbal and written communication skills are essential as you’ll be communicating at all levels, often explaining complex information both in meetings and in written reports.  Strong data analysis and IT skills are essential.

 

You will ensure a customer focused approach in developing accounting, budgeting, and financial advice while offering financial guidance in the effective management control of the authority’s medium-term financial strategy, revenue budgets, capital programme, and the annual statements of accounts processes. More detail on these key activities is per the below:

  • Providing support to the Financial Analyst.
  • Involvement in timely and accurate budget monitoring (revenue and capital), ensuring forecasts are received from Budget Managers and provide robust challenge.
  • To liaise with and advise budget holders particularly in relation to budgetary management, forecasting, savings and associated matters.
  • Contribute to the Financial Planning processes, advise and recommend solutions to issues that may arise in the production of a Medium-Term Financial Plan.
  • Providing financial advice, guidance and support across revenue and capital projects.
  • Assist the council in the production of their statement of accounts as per the CIPFA code of practice.

About you

  • AAT qualified / CCAB part qualified.
  • Determination and enthusiasm to deliver a high-quality service for those you will support.
  • Able to analyse and interpret information for several sources and presenting the outcome in an appropriate format to meet reporting deadlines.
  • Adaptable and highly organised.
  • Able to interpret and analyse data with strong IT skills.
  • Great presentation and communication skills both written and oral.
  • Ability to establish and continue good working relationships and work effectively as part of a team.
  • Ability to work effectively under pressure.
  • Local Government Finance experience.
