Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

About the role

The Head of Estates Management provides strategic and professional leadership for the Council’s commercial and 5,400‑acre farm estate, ensuring the estate delivers optimum value, supports service delivery, and enables regeneration and development.

 

The role is pivotal in delivering a c.£60m capital receipts programme and managing £10.5m per annum of rental and service charge income, acting as the Council’s principal advisor on all estate‑related matters.

 

You will deliver on:

  • Leading the Estates Service, managing all matters relating to land ownership, leases, acquisitions and disposals across the farm and commercial estate.
  • The capital receipts pipeline - overseeing negotiations, disposals, acquisitions and compulsory purchase activity through to completion.
  • Managing income‑generating estates, including lease events, rent reviews, service charges, consents and compliance.
  • Providing high‑quality professional advice to Members, senior officers, services and external customers.

 

You will perform by:

  • Implementing estate strategies and policies that maximise capital and revenue outcomes while maintaining strong governance and risk control.
  • Ensuring effective valuation and rating services, including asset, rental, HRA and insurance valuations.
  • Monitoring and reporting performance across commercial, rural and investment assets, ensuring income and returns are actively managed.

 

You will lead improvements on; 

  • Estate reviews to challenge utilisation, drive optimisation and release further value from Council assets.
  • Ensuring consistency, data quality and assurance across estate management activity.
  • Identifiying opportunities to enhance commercial performance and support regeneration priorities.
  • Resolving complex estate issues including boundary disputes, encroachments and high‑risk property matters.

 

About You

You will be a RICS‑qualified (or equivalent experience) senior property professional with substantial experience managing commercial and rural estates, delivering large capital receipts programmes, and advising Members and senior leaders in a public‑sector environment.

 

You will also deputise for the Service Director – Assets as required.
